Robert Garland

Founder & Chief Executive Officer

Robert’s devotion to the first responder community has lead him to found and develop Fund the First after seeing firsthand the hardships that are faced both on and off duty. His goal as CEO is to provide a secure space for first responders and their family to request help in times of need.

With his passion for business, Robert was able to put his plan into action with the assistance of four co-founding members. Utilizing years of experience developing business plans and implementing strategies in the financial and business world, Robert built the organization from the ground up. Robert’s tenacity and unwillingness to compromise has been his modus opernadi which has led to the development of this powerful, first of its kind product.

Currently, he is a decorated detective with the New York City Police Department for the past 11.5 years where he specializes in complex investigations. During that time, he has developed numerous working relationships with various organizations and charities. Robert has credentials with the Department of Homeland Security, the Drug Enforcement Administration, and is an expert witness to the Office of Special Narcotics New York.

Prior to his career, he attended New York Institute of Technology where he majored in behavioral sciences and played outfield for their Division I baseball program. Robert also volunteers as a baseball coach and AED Director for Massapequa Coast Little League.

John Eichhorn

Co-Founder & Chief OPERATING Officer

John has been a certified Law Enforcement Officer in the State of Florida for over seven years. His current assignment is a dual purpose canine handler, as well as a part time SWAT operator for the regional SWAT team. Prior to a career in law enforcement, John attended the New York Institute of Technology where he majored in Criminal Justice. During his time at NYIT, he was a relief pitcher for the college’s Division I baseball team. He graduated with honors in May of 2009. As Chief Operating Officer, John’s experience as a member of the first responder community will help guide the organization to empower those in need.

Michael LaLuna

Co-Founder & Chief Financial Officer

Michael is a certified public accountant with a wide range of experience in areas such as Assurance, Taxation, Entity Formation, Business Structuring, Offers-In-Compromise and Internal Controls. He provides significant tax consulting and compliance services for clients in various industries including private companies with local, national and international operations. He is a current member of the American Institute of Certified Public Accountants. Prior to becoming a CPA, Mr. LaLuna graduated from New York Institute of Technology with a Bachelor of Science in Accounting and subsequently spent 3 years playing professional baseball for various teams including the Detroit Tiger’s organization.
 

Kevin Darcey

Co-Founder & Chief Communications Officer

Kevin serves as the Chief Communications Officer of this organization. He brings 15 years of law enforcement experience and is currently serving as a Lieutenant in the New York City Police Department. Prior to his career in law enforcement, he earned his Bachelor’s Degree from Western Connecticut State University where he majored in communications with a minor in criminal justice. While attending WCSU, he was a four-year member of the baseball team. Kevin is the son of a retired firemen (FDNY), brother to a member of DSNY, and brother to Sergeant in the NYPD.

Lou Bernardi

Co-Founder & Chief Marketing Officer

Lou is a dedicated patriot with strong ties to the law enforcement and military community and is a former professional baseball player. Currently, he is a coach for the baseball team at a local college. He has been involved in numerous roles throughout his coaching career serving as a head coach, pitching coach, assistant coach, and recruiting coordinator. Lou is a published writer and an active member in various associations, foundations and charities. He has been a guest instructor, specialist, presenter, and speaker for some of the top clinics, showcases, organizations, and camps in the nation. With this being said, his passion to help others and his leadership capabilities have been recognized by many. As Chief Marketing Officer, he will seek to fulfill the mission of our organization.

Mitch Weinstein

Chief Strategy Officer

With law enforcement as the foundation of his life and career, Mitch joined the Dade County Public Safety Department in 1973 as a Public Safety Officer at 20 years old. Along the way, earning his Emergency Medical Technician certification, Mitch retired from his full-time law enforcement career as a Sergeant with Plantation Police Department in 1981. His passion to serve his community continued for 10 more years as a reserve officer for both the Broward and Polk County Sheriff’s Departments while beginning his business career.

A business career spanning almost 40 years, Mitch has extensive experience in launching two highly successful entrepreneurial ventures in managed care and insurance brokerage. His most cherished experience during his business career is working with the Boys and Girls Club of Polk County. As a B&G Board Member for more than 15 years, Past President and Board Member of the Year for the State of Florida, his charitable work is only beginning as he joins Fund the First as Chief Business Strategy Officer.

Robert Hanson

Rob has been in law enforcement for 34 years, with the last 16 years as an executive manager. He is currently an Inspector for the NYPD Counterterrorism Unit. During his career, Rob has supervised thousands of Police Officers, Detectives, Sergeants, Lieutenants and Captains while maintaining oversight on tens of thousands of investigations, including wiretap cases, search warrants and large scale takedown operations. He has worked closely with several different law enforcement agencies, always securing the highest level of cooperation. He will bring the same tireless work ethic and dedication as an advisor to Fund the First.

Joseph T. DiPietro

Joseph (Joe) DiPietro is a seasoned business executive with leadership experience in the financial services industry, maintaining a deep knowledge and focus on the card acquiring, issuing, prepaid and technology sectors.  His accomplishments span years of service leading sales, operations, bank partnerships and services organizations in the Fintech industry.  Joe has been an integral part of the leadership teams at First Data Corporation (now Fiserv), JPMorgan Chase & Co., WildCard Systems (now FIS), National Bancard Corporation (NaBANCO) and Burroughs Corporation (now Unisys).  His most recent experience was with First Data Corporation as the Senior Vice President for the Commercial Mid-Market business across the US. Over his 42-year career, Joe has been an integral part of building organizations, both in the private and public sectors, demonstrating a passion for rapid growth and disruption of the status quo in the industries he has served. Joe resides in Coral Springs, Florida where he and his wife of share a passion for family, community and support for those serving our country, here and abroad.

Steve Labriola

Steve Labriola has spent his time in public service protecting taxpayers and helping local communities as a New York State Assemblyman for four terms, Oyster Bay Town Clerk, and as Nassau County Chief Deputy Comptroller . Steve was sworn into office as an Oyster Bay Town Councilman on February 26, 2019 and was elected by the voters for a full-term on November 5, 2019. With less than a year on the job, Steve Labriola passed historic contract reforms to protect taxpayers, opened new dog-friendly parks, eliminated fees for sidewalk reconstruction and launched an allergy awareness initiative to protect children on playgrounds. Prior to joining the Oyster Bay Town Board, Steve served as Deputy County Clerk where he instituted a language access plan to increase language accessibility for residents and revised the cash-handling and internal controls over County Clerk transactions. Steve has a degree from St. John’s University and resides in Massapequa Park with his wife and two daughters.

Keith Locascio


Keith is a fourteen year veteran in the business to business and medical sales fields. Keith spent twelve years with WB Mason Co and was a five time top 10 finisher, a four time top sales person and boasted over $100M in career sales. Currently, Keith works for Stryker, a medical technology company. Keith earned the title of 2019 Quota Achiever, 2019 Rookie of the year runner up and saw 30% growth during his short time with the company.

Additionally, Keith is a start-up and real estate investor. One of Keith’s start-up investments is Squire, a payment technology platform for barbers. Squire proudly conducts $2.5M in monthly transactions. Keith graduated from Pace University in 2006, earning a BA in communications.

Ashton Reagin

Ashton brings extensive experience in military family relations as an active duty Marine Corps spouse of 13+ years. She also has expertise in strategic management, operations, digital marketing automation, data analytics, and project management. Ashton is currently the Vice President of Marketing for Liberty Source, an onshore managed business services firm with a social mission to provide sustainable careers to military spouses and veterans. Additionally, she is the founder/creator of a successful military lifestyle brand and digital planning mobile application, Organized Chaos. The app was created for military families to organize and streamline their chaotic lives. She holds a Bachelor of Science degree in Business Management and an MBA degree from Liberty University.

Angela Alberti

Angela is a Physician Assistant who has worked in surgical critical care for the last 11 years. She is currently employed at NYU Medical Center where she cares for a variety of different surgical populations including organ transplant. She also manages a group of advanced care providers. Angela attended Sacred Heart University where she obtained a Bachelors of Science. She then attended Mercy College and received her Masters Degree in Physician Assistant studies. Angela is the wife of an NYPD Lieutenant.
